Non-citizens cannot buy freely anywhere in Mauritius. Purchases run through a set of approved routes, and which one a property falls under determines both whether you are eligible and whether the purchase carries a residence permit.
The Property Development Scheme (PDS) is the main route today: villas and apartments inside approved residential schemes, open to all foreign buyers with no minimum purchase price. IRS and RES are the earlier equivalents and still appear on the resale market. G+2 apartments — units in blocks of at least two floors above ground — are open to foreigners from MUR 6 million. Smart Cities combine residential, office and retail within a single masterplan.
An investment above USD 375,000 in an approved scheme entitles the buyer and their immediate family to apply for a residence permit for as long as the property is held. Below that threshold you can still own, but the permit does not follow.
The north — Grand Bay, Pereybère, Mont Choisy, Cap Malheureux, Trou aux Biches, Grand Gaube — is the busiest and most developed part of the island. It has the widest choice of villas, the strongest short-term rental demand, and the most amenities within walking distance. It is also the least quiet.
The west — Tamarin, Black River, Flic en Flac — draws buyers who want space, mountains behind the house, and a calmer daily rhythm. Prices per square metre are broadly comparable to the north, but you generally get more land for the same money.
The east is quieter again, greener, and better value for the same specification, with the trade-off of longer drives to schools and the airport. The south is the least developed and the most dramatic, and suits buyers who are not planning to rent the property out.
Mauritius applies a 15% flat rate to income, does not levy capital gains tax on property, and has no annual property tax. Rental income from a villa is taxed at the same 15%.
That treatment is what draws most European buyers, but it does not remove obligations at home. French, British and German residents remain subject to their own reporting rules, and the applicable double taxation treaty determines how rental income and any eventual gain are handled. This is worth modelling before you choose between buying personally or through a company — the structure is much harder to change afterwards.
A first conversation establishes budget, use, tax position and resale horizon — around 45 minutes, and it changes what we show you. From there we build a short-list with reasoning attached, and arrange visits either on the island or by commented video.
Once you choose a property, the sequence is offer, notary, due diligence, Economic Development Board authorisation where the scheme requires it, and financing. Completion is followed by whatever comes next: residence permit application, schools, healthcare registration, vehicle, and rental management if the villa is not going to be your main home.
